4月30日晚,重庆市公安局刑警总队一负责人办案途经重庆市江北区三湾路中凯城市之光工地附近时,遇上一群手持铁棍菜刀的男子正在工地外追打几名中老年男子。民警上前制止竟遭围殴,民警将两名行凶、滋事的男子控制,其余行凶男子纷纷逃窜,警方连夜对此事展开进一步调查。
经查,手持凶器的行凶男子,均系中凯城市之光工程项目部的保安。该工地工作人员多来自江浙一带,工地负责人工头俞刚为解决工程施工中出现的所谓“纠纷”,于2010年底以每月发放5000元工资的方式,雇佣来自浙江、江西、河南及重庆本地20多个社会闲杂人员组成“黑”保安队。
在锁定俞某等人后,警方连夜抓获工头俞刚及黑保安头目郭明全及其手下的黑打手共计18人。
目前,黑包工头俞刚已被警方刑事拘留,其余黑保安悉数劳动教养。据称,涉案人员的其他违法犯罪行为警方正在进一步侦办中。
同时,5月1日12时,重庆警方组织刑警、经侦、治安、特警及江北公安分局民警对该工地进行查封。警方查封现场时,正在内务工的200多位农民工纷纷要求严惩这些黑心包工头和黑打手。现场的数十位工人表示,此前以俞某为首的项目部,拖欠他们从去年以来的工资每人1.2到2万不等。
对于工人们关注的“欠薪”问题,重庆市江北区相关职能部门表示,已对工地拖欠农民工工资等进行联合调查,并正协调各方尽快支付工人们被拖欠的工资。
重庆警方有关负责人表示,凡雇佣黑恶势力殴打讨薪农民工,重庆警方将雷霆出击,一经查实,毫不留情,坚决打击,切实捍卫农民工兄弟的合法权益。
